No person shall move or cause to be moved any building through any street without the written permission of the Building Inspector, and no person moving any building shall permit it to stand on any street, lane, alley or public ground for a longer period than three days, and in no case shall any building be allowed to interfere with pedestrian or vehicular traffic without a special permit from Council.
