1309.02   UNSAFE BUILDINGS.
   Whenever any building within the fire limits becomes damaged by fire or decay to an extent which, in the judgment of the Building Inspector exceeds fifty percent of the value of the building, and it is judged unsafe and dangerous, the building shall be taken down.
   If the owner of the building objects to the conclusions arrived at by the Building Inspector, the City Manager shall be notified and he and the City Engineer shall make an examination of the building and make a report as to the amount of damage. If the building is judged by such arbiters to be damaged by fire or decay to an extent exceeding fifty percent of its value, the building shall be condemned by the Building Inspector and no person shall repair the building and it shall be taken down within such time limit as the Building Inspector prescribes.
