1159.01   NONCONFORMING BUILDINGS; CONTINUANCE; EXTENSION.
   (a)   Any lawful use of any dwelling, building or structure existing on the effective date to this Zoning Code may be continued, even though such use does not conform to the provisions hereof. If no structural alterations are made, a nonconforming use of a building may be changed to another nonconforming use in accordance with Section 1135.06(c). Whenever a nonconforming use has been changed to a more restricted use or to a conforming, such use shall not thereafter be changed to a less restricted use. The nonconforming use of a building may be extended throughout those parts thereof which were manifestly arranged or designed for such use at the time of adoption of this Zoning Code. No nonconforming building or structure shall be moved, extended, enlarged or altered, except when authorized by the Building and Zoning Board of Appeals in accordance with the provisions of Section 1135.06.
   (b)   Whenever the use of a building becomes nonconforming through a change in the Zoning Code or in the district boundaries, such use may be continued, and if no structural alterations are made, such use may be changed to another nonconforming use of the same or of a more restricted classification.
   (c)   A nonconforming use of a building or portion thereof which is hereafter discontinued for a continuous period of eighteen months shall not again be used except in conformity with the regulations of the district in which such building is located.
   (d)   Any building arranged, intended or designed for a nonconforming use, the construction of which has been started at the time of the passage of this Zoning Code, but not completed, may be completed and put into such nonconforming use, provided that it is done within one year after this Zoning Code takes effect.
   (e)   A nonconforming building which has been damaged by fire, explosion or act of God or the public enemy may be repaired or reconstructed, but not enlarged, and used as before the time of damage, provided that such repair or reconstruction is completed within one year of the date of such damage.
   (f)   When nonconforming trailers or mobile homes are located on a lot in any district and are once removed, they shall not be relocated on such lot and shall not be replaced with another trailer or mobile home.
   Existing trailer parks which would be nonconforming uses may replace units as necessary in compliance with subsection (c) hereof. Trailer parks existing at the time of the adoption of this Zoning Code are Lots 4 and 5 on Front Street, which is part of the original plat of the City of Willard; and "County Park," located at 410 E. Walton Street.
   (g)   Any building arranged, intended or designed for a nonconforming use, but which, at the time of the passage of this Zoning Code, is not being so used and continues to be unused for a period of eighteen months, shall not be used except in conformity with the regulations of the district in which such building is located.
