SECTION 13.08 WHEN CHARTER TAKES EFFECT.
   This Charter shall be voted upon at the general election held on November 4, 1958. If approved by the voters, this Charter shall go into effect, for the purpose of electing the first Council hereunder, on July 1, 1959. The first Council shall be nominated under the provisions of this Charter, and shall be elected on the Tuesday after the first Monday in November, 1959. At the first election, the three candidates receiving the highest number of votes shall be elected to serve until the third Monday in November, 1963, and the two candidates receiving the next highest number of votes shall be elected to serve until the third Monday in November, 1961. At the expiration of the terms of office of the first Council members elected under this Charter, the term of office of all members of Council shall be four years. The term of office of the Council members and other Village officials elected at the Municipal election in November, 1957, shall cease and terminate at noon on the third Monday in November, 1959, at which time the first Council elected under this Charter shall take office. The Mayor elected by the Council in November, 1959, shall hold office until the third Monday in November, 1961. For all purposes other than election of the first Council this Charter shall take effect and be in force from and after noon on the third Monday in November, 1959.
