No primary election shall be held for the nomination of candidates for Council. Nominations for the office of Council member shall be made by petition only. A petition signed by not less than fifty (50) and not more than one hundred (100) electors of the City shall be required to nominate for the position of Councilman. Petitions shall be the standard forms for the nomination of nonpartisan candidates for such office, filed with the Board of Elections at least seventy-five (75) days before the day .of election.
