In compliance with the provisions of Section 3709.05 of the Revised Code of Ohio, there is hereby created a Board of Health of the City Health District of Willard, composed of five members, appointed by the City Manager as chief executive under this Charter for five-year overlapping terms, and confirmed by Council. The City Manager shall serve ex-officio as President of the Board. The Board shall serve without compensation. Such Board shall have all the powers, duties and functions conferred upon Boards of Health of City Health Districts by State law. If and when the City shall enter into a contract with the General Health District of Huron County for the rendering of health services, the Board of Health created by this section shall be abolished. The orders and regulations of the City Board of Health, made under the authority of Section 3709.21 of the Revised Code of Ohio shall be adopted, recorded and certified as provided for ordinances passed by Council under this Charter, but published as required by law.
