Whenever any person feels aggrieved at any action of the Building Inspector denying a building permit, or certificate of occupancy under the zoning ordinance, he shall appeal to the City Manager, who shall rule upon the matter. If the matter cannot be satisfactorily resolved by the City Manager, the appeal should be presented in writing, by the applicant, to the Building and Zoning Board of Appeals.
