SECTION 9.01 CITY DEVELOPMENT COMMISSION.
   There shall be a City development Commission, consisting of seven members: The President of Council, the City Manager, one official from the administrative staff of the City School District, who must be a resident of the City, and who shall be chosen by the Superintendent of Schools each year for a one- year term, and four members appointed by Council for overlapping terms of four years. Of the members first appointed by Council, one shall serve for four years, one for three years, one for two years and one for one year, as designated by Council. Thereafter each newly appointed member shall serve for a full term of four years except when appointed by Council to fill a vacancy, in which case he shall serve for the unexpired term. The appointed members of the Commission shall hold no other Municipal office or employment. The Commission shall elect its own officers annually and shall make its own rules of procedure. All members shall serve as such without compensation.
