SECTION 8.03 PERSONNEL DIRECTOR.
   The City Manager shall appoint a suitably qualified person to serve part or full-time as Director of Personnel. He shall:
   (a)   Conduct recruitment of qualified persons.
   (b)   Prepare, schedule, and hold examinations.
   (c)   Create eligible lists from results of examinations.
   (d)   Certify eligibles to department heads and to the City Manager for appointment.
   (e)   Classify positions and establish job specifications.
   (f)   Certify payrolls.
   (g)   Develop and conduct training programs.
   (h)   Prepare and recommend to the City Manager for approval and publication, necessary rules to establish and maintain the merit system in the Municipality.
   (i)   Perform such other duties relating to personnel as the City Manager may direct.
