All positions in the service of the City shall be filled pursuant to open competitive examinations except:
Members of the Council.
The Clerk of Council.
The Mayor.
The City Manager and Administrative Assistant to the City Manager.
The directors of departments.
The Secretary to the Manager.
Members of boards and commissions appointed by the Council, and advisory committees appointed by the City Manager.
Temporary employees of exceptional professional or scientific qualifications engaged as consultants for a period of six months or less.
Permanent employees of professional or scientific qualifications that require licensing, either by the State or Federal government for the pursuance of their duties. Such employees include, but are not limited to, registered nurses, laboratory technicians, X-ray technicians, licensed sewage plant' operators, licensed water plant operators and licensed engineers and surveyors.
