No person on Willard Upground Raw Water Storage Reservoir property shall:
(a) Vending and Peddling. Engage in any commercial activity, including but not limited to, exposing, displaying or offering for sale any article or thing. Exception is made as to any regularly licensed concessionaire acting by and under the authority and regulation of the Superintendent of the Water Production Division;
(b) Advertising. Announce, advertise or call the public attention in any way to any article for sale or hire;
(c) Signs. Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription or erect or cause to be erected any sign on any public land, highway or road adjacent to Reservoir lands, except signs and markings posted by Reservoir authority.
