961.13   TRAFFIC.
   No person on Willard Upground Raw Water Storage Reservoir property and adjacent City owned land shall:
   (a)   State Motor Vehicle Laws Apply. Fail to comply with all applicable provisions of the State Motor Vehicle Traffic laws with regard to equipment and operation of vehicles, together with such regulations as are contained in this chapter or in Part Four - the Traffic Code;
   (b)   Designated Traffic Officers. Fail to obey all traffic officers and Reservoir Police, such persons being hereby authorized and instructed to direct traffic whenever and wherever needed on Reservoir property and adjacent City owned lands, in accordance with the provisions of these regulations and such supplementary regulations as may be issued by the Superintendent of the Water Production Division;
   (c)   Traffic Signs. Fail to observe carefully all traffic signs indicating speed, direction, caution, stopping or parking, and all others posted for proper control and to safeguard life and property;
   (d)   Speed of Vehicles. Ride or drive a vehicle at a rate of speed exceeding ten miles per hour, or as the Superintendent may otherwise designate by posted signs;
   (e)   Restricted Areas. Drive any vehicle in any areas except those specifically designated by the Superintendent and indicated by posted signs or drive any vehicle in any restricted area, except those vehicles specifically authorized by a permit signed by the Superintendent;
   (f)   Parking. Park a vehicle in other than an established or designated parking area except for the purpose of loading or unloading boats in accordance with posted directions or instructions from the attendant on duty;
   (g)   Bicycles. Ride a bicycle, motorbike, minibike or motorcycle in any area except the black-topped roadway and parking lot or park a bicycle, motorbike, minibike or motorcycle in any area other than that specifically designated by posted signs;
   (h)   A. T.V. Operate an all terrain vehicle anywhere on Reservoir property or adjacent City owned lands;
   (i)   Reservoir Embankment. Operate any vehicle on top of the Reservoir embankment or on the sides of the Reservoir embankment, except duly authorized City employees or contractors performing maintenance or mowing the embankment; or
   (j)   Horses. Ride upon or permit to run loose upon Reservoir property any horse, pony or other domestic animal.
