961.12   SANITATION.
   No person on Willard Upground Raw Water Storage Reservoir property or adjacent City owned land shall:
   (a)   Pollution of Waters. Throw, discharge or otherwise place or cause to be placed in Reservoir waters or any waters on City owned land adjacent thereto flowing into such waters any substance, matter or thing, liquid or solid, which will or may result in the contamination, littering or pollution of such waters, including, but not limited to, shavings, chips, straw, paper, shells, cinders, glass, mud, food, dung, filth, cans, manure, rubbish, oil or petroleum products, earth, gravel, brick, stone, metal, dirt, dye, detergent, liquid, powdered or solid chemicals or any other obnoxious substance;
   (b)   Refuse, Garbage and Trash. Have brought in or dump, deposit or leave any bottle, broken glass, ash, paper, box, can, dirt, rubbish, garbage, waste, refuse or other trash. No such refuse or trash shall be placed in any Reservoir waters or left anywhere on adjacent City owned lands, but shall be placed in the proper receptacles where they are provided; where such receptacles are not so provided, all such rubbish or waste shall be carried away from the Reservoir and City owned lands adjacent thereto by the person responsible for its presence and properly disposed of elsewhere.
