No person shall refuse or fail to comply with any lawful order, signal or direction of an officer of the Marine and Reservoir Police. No person shall resist, hinder, obstruct or abuse any officer of the Marine and Reservoir Police attempting to arrest offenders under any of the provisions applicable on or about the Willard Upground Raw Water Storage Reservoir or on contiguous City owned property.
