SECTION 4.08 PROCEDURE IN THE PASSAGE OF RESOLUTIONS.
   Each proposed resolution shall be introduced in writing by a member of the Council and shall contain a title and a body, in which there shall be set forth at length the action to be taken. Each resolution shall contain but one subject, which shall be clearly set forth in its title. Resolutions shall be read by title only, unless a member of Council or a citizen in attendance requests that the resolution be read at length by the Clerk. Any persons present who desire to be heard for or against adoption of the resolution shall be heard, under such rules as Council may provide. Each resolution shall receive two readings, unless the second reading is dispensed with by a five-sevenths vote of Council. A favorable vote of four members of Council shall be necessary to adopt a resolution. Final passage shall be attested by the signature of the President of Council and the Clerk. All resolutions shall be effective upon passage. (Added May 2, 1989)
