The City Manager, as conservator of the property of the City, through the Superintendent of the Water Production Division, is hereby charged with the enforcement of all rules and regulations relating to the use of the Willard Upground Raw Water Reservoir and contiguous or adjacent City owned lands and facilities as hereinafter set forth. The City Manager and the Superintendent are hereby authorized to promulgate and enforce such additional rules and regulations regarding the use of the Reservoir and adjacent property as are reasonably necessary to protect the interests of the City, the health, safety and welfare of its inhabitants and the health, safety and welfare of the users of the Reservoir and City owned lands and the public generally. The Superintendent may enforce such regulations directly or through a legally appointed subordinate or agent.
