Persons using the Willard Upground Raw Water Storage Reservoir and City lands and facilities adjacent and contiguous thereto shall do so at their own risk. The City assumes no liability whatsoever for the safety of boats, boat slips or moorings or the operators or users thereof or passengers therein or thereon. The City assumes no liability toward persons using City lands or facilities contiguous or adjacent to such Reservoir.
