As used in this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is mandatory and not merely directory.
(a) "City" means the City of Willard, Huron County, Ohio.
(b) "Administrator" means the Willard City Manager, the person ultimately in charge of the Willard Upground Raw Water Storage Reservoir and adjacent City owned lands.
(c) "Reservoir" means the Willard Upground Raw Water Storage Reservoir located at the intersection of State Route 61 and Townline Road 12, Section 2, New Haven Township, Huron County, Ohio and includes adjacent and contiguous City owned lands.
(d) "Superintendent" means the Superintendent of the Willard Water Production Division, the person immediately in charge of the Willard Upground Raw Water Storage Reservoir and adjacent City owned lands and to whom all reservoir attendants are responsible.
(e) "Person" means any individual, firm, partnership, association, corporation, company or organization of any kind.
(f) "Vehicle" means any wheeled conveyance, whether motor powered, animal drawn or self-propelled. The term does not include any trailer in tow of any size, kind or description. Exception is made for baby carriages, strollers and vehicles in the service of the City.
