Ordinances raising revenue, those appropriating money for current operating expenses, and those declared to be emergency ordinances by a five-sevenths vote of Council, shall go into effect upon passage; however, publication shall be made within two weeks. All other ordinances shall take effect thirty days after passage in order to afford an opportunity for the filing of referendum petitions.
