(a) For residential customers, the collecting contractor, upon applying for the license for operation in the City, shall list the collection rates that will apply to all residents of the City. Rates will be placed on file with the Director of Finance upon approval of Council.
(b) For commercial and industrial establishments rates shall be as agreed upon between the parties.
