955.04   LICENSES REQUIRED; EXPIRATION DATES.
   No person or entity shall engage in the business of collecting and/or disposal of garbage or rubbish for hire within the City without first obtaining a license as follows:
   (a)   Any person desiring a license shall make a written application annually to the Code Enforcement Officer.
   (b)   Requirements.
      (1)   A certificate of liability insurance in an amount not less than one hundred thousand dollars ($100,000) per person or three hundred thousand dollars ($300,000) per occurrence for bodily injury, and one hundred thousand dollars ($100,000) per accident for property damage (except automobile), for any and all losses to person by reasons of any negligence on the part of the owner or their agents or their employees while engaged in the performance of collecting and/or disposal of garbage or rubbish in the City.
      (2)   Registration with the City of Willard's Income Tax Division.
      (3)   A registration fee of fifty dollars ($50.00) paid annually.
   (c)   Upon submission of the items required in division (b) of this section, the Code Enforcement Officer shall issue a registration certificate. This certificate shall be valid until December 31st and shall be renewed annually thereafter. The Code Enforcement Officer may deny the application if the person/owner fails to submit any of the items required by division (b) of this section.
   (d)   No collector of garbage and rubbish and no one otherwise collecting or conveying rubbish over the streets of the City shall permit any garbage or rubbish to fall on the streets.
   (e)   No collection of garbage or rubbish in any residential area shall take place between the hours of 10:00 p.m. and 6:00 a.m.
   (f)   Except as otherwise provided by law, the Code Enforcement Officer may issue an order suspending a license for failure to follow the rules stated in this section. A fee of one hundred dollars ($100.00) shall be required for reinstatement.
