Every person responsible for the existence of garbage, offal, refuse or rubbish matter within the City shall provide and maintain upon the premises where the same is produced a watertight metal receptacle, or a receptacle of other durable material that is impervious to water, manufactured specifically for the collection of garbage and rubbish, of not more than a number and capacity contracted for between the person or firm making the collection and the residence requesting this service. Garbage and rubbish containers shall be placed on that part of the lot in which the residence is located which is nearest the adjoining street or alley where regular garbage and rubbish collection is made, and such placement shall be made no sooner than the night before collection.
