In those cases where the City has the obligation under law to provide a burial for dead bodies, the City shall furnish and pay for the following: a burial plot; opening and closing the grave; a stone or concrete grave marker showing the name, age, if known, and date of death of the deceased; and funeral services not to exceed two hundred fifty dollars ($250.00).
