951.28   ENCLOSURES AROUND LOTS PROHIBITED.
   No curbing, fencing, hedging, borders or enclosures of any kind are permitted around any lot. The Superintendent of Buildings and Lands reserves the right to remove the same if so erected, planted or placed.
