SECTION 3.03 RELATION TO COUNCIL.

If the Mayor is chosen from among the members of the Council, he shall remain a member thereof and shall receive a salary both as Mayor and as Council member. If he is not an elected member of the Council, he shall have a voice therein, but no vote. He shall exercise no veto.
