At the first meeting of each newly elected Council, the Council shall select, either from its own members or from among citizens qualified to serve as Council members, a suitable person to serve as Mayor for a term of two years. The Mayor can be a non-elected person. The Council shall also elect a Vice-Mayor to serve in the Mayor's absence or disability. (Amended Nov. 7, 1967; Mar. 19, 1996)
