At the first meeting of each newly elected Council, the Council shall elect from among its own number a President of Council who shall preside over Council meetings, certify the passage of ordinances and perform such other duties as the Council may provide by its rules. The President of Council so elected shall serve as such for two years and until a successor is elected. The President of Council shall vote on all measures brought before the Council in the same manner as the other members and shall receive the same salary as the other members.
