(a) A deposit of one hundred dollars ($100.00) shall be required for all non-property owners at the time application for service is made.
(b) No deposit shall be required of applicants if they are the owners of the property and the billing is in their names, regardless of to whom the billing is sent.
(c) Service deposits shall be refunded when service is discontinued and final payment rendered.
