Owners of property shall be held responsible for water used in their premises; but payments will be accepted from tenants. In case the tenants do not pay in accordance with the rules and regulations of the Department of Water Production, water will not be supplied to the property. All unpaid accounts of water shall be certified to the County Auditor for collection with general taxes in accordance with the laws of the State.
