(a) Every bill for water service to a customer shall provide notice that the amount due shall be paid in full on or before the eighteenth day of the month, and if not timely paid in full shall be treated as a delinquent account. Every bill shall also notify the customer that water service to a delinquent account shall be discontinued on the twenty-fourth of the month if payment is not received in full on or before the twenty-third of the month. If the twenty-third of the month falls on a Saturday or Sunday, or any holiday observed by the City, or the date before any such holiday, the first business day thereafter shall be considered as the last day to pay before discontinuance of water service.
(b) Any bill for services which has not been paid by the eighteenth of the month shall incur a one-time late fee charge of ten percent of the delinquent amount.
