925.035   PAYMENT OF ACCOUNTS INVOLVING MALFUNCTIONING OUTSIDE WATER METERS.
   Effective March 1, 1998, inside water meters shall be read, recorded and dated. Any additional residential customer charges discovered on the reading and recording of an inside meter, and which result from discrepancies due to the malfunctioning of an outside meter, shall be absorbed by the City. Thereafter, any discrepancies occurring in bills after the initial reading and recording of an inside meter and due to the malfunctioning of an outside meter shall be charged to the customer at 100 percent, provided that a bill is rendered to the customer within twelve months from the date of the last recorded inside meter reading. If the City fails to render a bill to the customer within twelve months from the date of the last recorded inside meter reading, the customer shall not be obligated to pay the discrepancy unless the City was unable to read the inside meter after reasonable attempts to do so, whether such failure was caused by a customer's actions, inactions or unavailability. Any additional residential customer charges which already have been paid by a customer and which resulted from discrepancies in bills due to an outside meter malfunctioning between March 1, 1997, and July 1, 1998, shall be reimbursed to the customer at 100 percent, in credit, against future water bills.
