(a) Water meters shall be read in thousand gallons.
(b) The billing period for water charges shall be monthly.
(c) Whenever a bill is rendered for less than a full period, and a minimum quantity has not been used, the rate shall be three dollars and seventy-four cents ($3.74) effective January 1, 2001.
