In addition to the minimum charge and the commodity charge enumerated in this section, any user discharging wastewater containing BOD or CB-BOD in excess of 200 mg/l, SS in excess of 250 mg/l or total phosphorus in excess of 11 mg/l, shall pay the following additional charges:
