923.13   CONSTRUCTION OF SEWER; DESIGN STANDARDS.
   (a)   Design Standards. There are herein set forth design standards for sanitary sewer design to be used in the City. The City Manager and the City Engineer are directed to establish, administer, and maintain the City's current sewer design standards. In the absence of such a rule of regulation or in the amplification thereof, the materials and procedures shall comply with the requirements of the City Engineer.
   (b)   All new, improved or expanded sanitary sewers and pumping facilities discharging anything into the City sewerage system shall be constructed in accordance with the regulations established by the City Engineer. Such plans shall include all data required to make a complete review as established by the City Engineer. Plans may also require approval from the Ohio EPA.
