Except as prohibited by the Constitution of the United States and the Constitution of the State of Ohio or restrained by this Charter, the City shall have and may exercise all municipal powers, functions, rights, privileges and immunities of every name and nature whatsoever. The enumeration of specific powers in this Charter shall not be deemed to be exclusive as it is intended that in addition to the powers enumerated herein or implied thereby or appropriate to the exercise of such powers, the City shall have and may exercise all powers which it would be competent for this Charter specifically to enumerate.
