The inhabitants of the Village of Willard, Huron County, Ohio, within the corporate limits as established at the time of the adoption of this Charter or as thereafter established in the manner provided by general State law, shall be and continue to be a municipal corporation, in perpetuity, under the name of "The City of Willard". This corporation shall here-after be referred to as "The City".
