Whenever dry weather conditions or other emergencies may require, the City Manager shall impose that following restrictions on water use:
(a) When the water level in the reservoir reaches 936 feet or when the City Manager deems it necessary, voluntary restrictions shall be put into place. Notice shall be given by means of the local newspaper, radio station and cablevision, asking all water consumers to conserve water.
(b) When the reservoir level reaches 932 feet, all outside water usage, including, but not limited to, washing vehicles, watering lawns and water for swimming pools, shall be prohibited. Any violation of this order will result in the following: For a first offense, a written warning shall be issued. For a second offense, water service to the offender will be terminated.
Any consumer whose water service has been terminated for violation of this order shall be required to pay a fifty dollar ($50.00) fee to reconnect his or her water service. Consumers shall also be asked to reduce all usage as much as possible. Bulk water sales shall be prohibited, except for drinking water purposes.
(c) When the reservoir level reaches 925 feet, all water consumers, including industrial and commercial accounts, shall be required to reduce their water usage by twenty percent, based on their average water usage in comparable billing periods for the last three years. Consumers failing to reduce their usage shall be subject to a surcharge of fifty percent of their total water bill.
(d) When the reservoir level reaches 920 feet, the City Manager shall have the authority to do any of the following:
(1) Discontinue water service to industrial consumers;
(2) Discontinue all bulk water sales;
(3) Require further reduction in water consumption of all residential accounts; or
(4) Take any other action necessary and appropriate to reduce water consumption.
(e) The City Manager shall be the final authority as to when each step is implemented.
