(a) Upon the filing of a petition to vacate a street or alley there shall be paid to the City a fee of thirty dollars ($30. 00).
(b) The thirty dollars ($30.00) shall be refunded in the event the petition is withdrawn before advertisement as required by law or in the event Council rejects the petition before advertisement as required by law.
(c) The policy of Council is to disapprove a petition to vacate a part of an alley, unless the petitioner can establish a compelling need for such partial vacation and demonstrate that there exist adequate ingress and egress for equipment and vehicles of the City to the remaining sections of the alley, to ensure proper maintenance of such remaining sections.
