903.01   REQUIREMENTS FOR MAJOR IMPROVEMENTS.
   In addition to other requirements specified by law, before the City Development Commission approves any request for the major improvement of any street to be paid for by special assessment on petition of the property owners, the Commission shall:
   (a)   Require the proposed improvement provide that the minimum width of the improved or traveled portion of the street be thirty fee, provided, however, that in cases where the width of any existing street undergoing major improvement has been established by curb installation, utility installation, intersection widths or other similar conditions, the width may be more or less than thirty feet; (Ord. 1603.    (b)   Require the proposed improvement to provide that the street be constructed of concrete; however, any hard surface street may be resurfaced with asphalt concrete;
   (c)   Require that the proposed improvement to provide for alley aprons and driveway aprons which shall be assessed as provided by law;
   (d)   Determine that all gas, water and sewer lines under the street are in good condition;
   (e)   Require that the proposed improvement provide for water, sewer and gas taps at all vacant lots on the street at the expense of the owners of the lots;
   (f)   Determine the need for the construction or repair of sidewalks on the proposed improvement and report its finding to Council.
