When an applicant has been granted permission to make an excavation in any public street or alley, he shall keep the excavation properly barricaded and protected until it has been filled by him as herein provided and approved by the City Manager or other officer designated by Council. During the night, appropriate lights shall be placed by the applicant near the excavation to ensure proper protection to the public.
