No person, firm or corporation shall dig into, excavate or open any part of any public street or alley within the City for the purpose of putting in any drain, sewer, drain or sewer pipe, water or gas pipe, or other conduit or main for making any gas, water, sewer, electric light, telephone, telegraph or other connection, or for the purpose of repairing or changing of any sewer, drain, drain or sewer pipe, water or gas pipe, telephone or telegraph wire connection or for any other purpose whatsoever, without first obtaining from the City Manager, or other officer designated by Council, a written permit to do so, which permit shall be granted only upon the terms and conditions provided in this chapter.
