It shall be the duty of every driver of an unengaged taxicab, upon request, to transport any orderly person between two points within the City. Should it be shown at any time to the satisfaction fo the City Manager that a driver has failed to comply with the requirements of this section, the City Manager may, after a hearing, revoke the taxicab operator’s license of such driver.
