§ 156.504 ASPHALT AND CONCRETE PLANTS.
   (A)   Location. Any operations shall be located on a minimum area of ten acres and all plant operations shall be located at least 100 feet from any property line. The boundary of the property shall be a minimum of 250 feet from any residential use or zoning district, hospital, nursing or convalescent home, retirement home, life care community, school, or church. The Wilkesboro Zoning Board of Adjustment shall be authorized to increase or decrease this standard if the situation warrants.
   (B)   Site and operational plan. A site and operational plan shall be submitted showing truck routes to and from the site. Such routes shall be designed to minimize impacts on residential areas, schools, or other uses negatively affected by truck traffic. The plan shall address all standards set forth in this division. Site and operational plans shall be legally binding and complied with for the duration of the operation.
   (C)   Fencing and screening. Fencing, a minimum of six feet in height, shall be provided around the perimeter of the operation. A vegetative screen, a minimum of six feet in height, can be used as an alternative to fencing. A vegetative screen, either planted or natural wooded area, shall be provided along any street right-of-way and any property line within 500 feet of property zoned for residential purposes.
   (D)   Noise. Owner and/or operator must actively pursue means to avoid egregious and unnecessary noise disturbances, this may include but is not limited to sudden noise restrictions and time restrictions for certain equipment and activity. The business shall not utilize mechanical, electrical, or other equipment which produces noise and/or vibration nuisances outside the industrially zoned parcel(s).
   (E)   Unpaved areas. All unpaved storage areas shall be maintained in a manner that prevents dust from adversely impacting adjacent properties.
   (F)   Lighting. Outdoor lighting shall be shielded so as to prevent light from directly hitting adjacent properties or any public right-of-way.
   (G)   Drainage. The site shall be drained to prevent the accumulation of standing water, and channelization of the drainage shall be designed and controlled so as not to cause erosion or silting of neighboring properties, public drainage ways, and or watercourses.
   (H)   Access. Access roads leading to any part of the operation shall be constructed with a gravel, asphalt, and/or concrete surface and maintained in a
dust-free manner. Access roads shall be located no closer than 100 feet to any adjacent property, unless separated by a public right-of-way.
   (I)   Rehabilitation. Within six months after the cessation of production, all equipment and stockpiles incidental to such operation shall be dismantled and removed by and at the expense of the owner.
   (J)   North Carolina Building and Fire Code. Buildings must meet all requirements for Hazardous Occupancy under the NC Building Code. The County Fire Marshall and local fire department shall be kept notified of the types of materials used, manufactured, or stored on site. Additional Building and Fire codes may apply on a case by case basis.
