Each person operating a motor vehicle upon the streets of the town shall have properly displayed on the vehicle a current license plate of the state in which the vehicle is registered; and if that vehicle is subject by this chapter to the annual vehicle license tax of this town, it shall also have properly displayed thereon a town license plate or sticker of the design as the town may prescribe.
