All sewer rental charges shall be due and payable at the same time and place that water rental bills are due and payable. Sewer rental charges shall be included in the water bills, but stated separately, and shall be collected at the same time and in the same manner as water bills, and, if not paid within the time limit for the payment of water rental bills, in addition to all other penalties provided by law, the town may cut off from that property the use of water, and if water is obtained from sources of supply other than the town water system, the discharge thereof into the town’s sewerage system shall be illegal and the owner of that property shall be subject to prosecution for a violation of this section.
