§ 33.02 PAYMENT FROM TOWN TREASURY.
   (A)   No money shall be paid out of the town treasury unless by order of the Board of Commissioners in meeting assembled, and then only upon a warrant signed by the Mayor and countersigned by the Town Clerk. All warrants for the payment of money shall state upon their face the nature of the claims for which warrants are drawn; provided that any committee ordering expenditures by virtue of their duties shall audit and approve the claim for expenditures before the claim shall be approved by the Board.
   (B)   The Clerk shall retain, in a book kept for that purpose, a duplicate of every warrant issued, showing the purpose for which expended.
   (C)   All claims against the town shall be sworn to before a person authorized to administer an oath before being considered by the Board of Commissioners.
