§ 31.17 RULES.
   The Board of Commissioners may, by resolution not inconsistent with state law, this code or other ordinance, adopt rules as it may deem desirable for parliamentary procedure, the conduct of its meetings and the regulation of its members and may impose penalties for the violation thereof by any person subject thereto, including nonmembers present at or in the immediate vicinity of any meeting of the Board.
