§ 31.14 VOTING AT BOARD ELECTIONS.
   All the elections by the Board of Commissioners shall be by ballot, if required by any 2 Commissioners present, and a majority of the votes of all Commissioners present at a meeting of the Board shall be necessary to an election or appointment; provided that no election, appointment or motion shall be valid or adopted unless a quorum be present and voting.
