§ 31.13 ORDINANCES AND RESOLUTIONS; REQUIREMENTS.
   (A)   All proposed ordinances and resolutions shall be submitted in writing, signed by the proposer thereof.

   (B)   It shall be the duty of the Clerk of the Board of Commissioners to turn over to the Mayor the original copies of all ordinances and resolutions of a permanent character that may be adopted by the Board, after having transcribed them on the town minute book along with the proceedings of the meeting at which they were adopted, the copies to be signed by the Mayor and returned to the Clerk to be filed and preserved by him or her; and the Clerk of the Board of Commissioners shall prepare ordinance and resolution books in which shall be copied ordinances and resolutions.
   (C)   Ordinances and resolutions shall be set out on the left-hand pages of the books in which they are entered, and the right-hand pages facing the ordinances and resolutions so entered shall be left blank for the purpose of noting therein all changes, amendments and repeals thereof. The books shall be kept in the possession of the Clerk, and by him or her kept annotated after each and every meeting of the Board at which there is a change or repeal of any ordinance or resolution, or any new ordinance or resolution adopted, so that they may be easily referred to and reveal the current status and text of each ordinance and resolution at all times.
