§ 31.11 CERTAIN MATTERS TO BE ACTED UPON ONLY AT REGULAR MEETINGS; EXCEPTIONS.
   No proposition to appropriate money, to alter or repeal any ordinance or to establish any new rule, shall be made or decided at any other than the regular meeting; except by a vote of 3/4 of the Commissioners present, and at no time except by a majority of the whole Board of Commissioners.
